How Much Extra Cash Do You Need to Buy Property in Greece?

Foreign buyers should budget beyond the price. This practical guide explains transfer tax, notary costs, lawyer fees, engineer checks, ENFIA, and first-year reserves.

How Much Extra Cash Do You Need to Buy Property in Greece?

The safe budget rule

Many foreign buyers search for the same answer: how much more than the property price should I hold in cash?

A safe starting range is 8% to 12% above the purchase price. Some deals cost less. Some cost more. The final number depends on tax, notary fees, land registry or cadastre fees, lawyer fees, engineer checks, agency fees, bank fees, and currency costs.

Common purchase costs

  • Property transfer tax, unless a VAT rule applies.
  • Notary fees.
  • Registration or cadastre fees.
  • Lawyer fees.
  • Engineer inspection fees.
  • Real estate agency fee, if payable by the buyer.
  • Translation, apostille, and power of attorney costs.
  • Bank transfer and currency exchange costs.

Do not spend your full budget on the offer price. Keep a cash reserve for costs, repairs, furnishing, insurance, and the first year of ownership.

Ongoing costs after purchase

The key annual property tax is ENFIA. Owners may also pay municipal charges, utility deposits, common building fees, insurance, accountant fees, and property management fees.

If you rent the home, plan for income tax, cleaning, maintenance, guest damage, platform fees, and seasonal vacancy. A strong summer rate does not remove winter costs.

Practical buyer tip

Build a one-page budget before you offer. Use three columns:

  1. Purchase price.
  2. One-off buying costs.
  3. First-year ownership costs.

Then add a buffer. If the deal only works with a perfect budget, it is not a strong deal.

Ask for net numbers

If you plan to rent the property, ask for a net estimate, not only gross rent. Net means income after tax, management, cleaning, repairs, platform fees, vacancy, utilities, and replacement items.

If you plan to renovate, separate must-do works from nice-to-have works. Roof, damp, wiring, plumbing, and heating should come before furniture and styling.

Do not use a single percentage as your final budget

A percentage buffer is useful at the browsing stage, but a serious buyer should replace it with actual quotes and known tax amounts before signing.

AADE confirms that the general real-estate transfer tax rate is 3% of taxable value and that a municipal levy equal to 3% of the main transfer tax is added.

If, purely as an arithmetic example, the taxable value were EUR 250,000 and no exemption applied, the 3% main transfer tax would be EUR 7,500 and the 3% levy on that tax would be EUR 225. The actual taxable value and eligibility for any exemption must be confirmed for the transaction.

Professional fees depend on the property

Lawyer, notary, engineer and registration costs are not identical for every transaction.

A simple apartment with an organised file may require less investigation than inherited rural land, an old stone house or a property with planning irregularities.

Ask each professional for a written scope and fee basis before the purchase becomes urgent.

The full taxes and buying-costs guide explains the main categories.

Renovation can be the largest hidden cost

A low asking price is not necessarily a low acquisition cost.

Roof work, moisture remediation, electrical replacement, plumbing, windows, heating, retaining walls and structural repairs can exceed the transaction costs.

For older homes, obtain technical advice before deciding what contingency is appropriate. See \1.

Furnishing and making the property usable

Foreign buyers often compare properties on the assumption that the visible furniture is included or that a home is immediately ready for occupation.

Confirm what is included in the sale. Then budget for appliances, lighting, window coverings, beds, outdoor furniture, air conditioning or heating upgrades where required.

For a holiday home, also consider locks, security, internet and a local keyholder.

Foreign-exchange cost

If your capital is not already in euros, exchange-rate movement affects the effective purchase price.

A small change in the rate on a six-figure transfer can matter more than several smaller professional fees.

Compare the full euro amount delivered and the security of the transfer process. The \1 explains this in more detail.

Mortgage costs

Financed buyers should separate interest rate, bank fees, valuation costs, insurance requirements and any legal or registration costs connected with the loan.

Bank of Greece data for July 2026 show the average rate on new floating-rate housing loans at 3.53%. That is a market average, not a quote for a foreign buyer. Eligibility and pricing depend on the bank and borrower.

ENFIA and ongoing tax administration

Greek property ownership brings annual tax administration.

AADE states that ENFIA is calculated annually using the real-estate position on 1 January. Owners also have E9 obligations when property rights change.

The tax amount depends on the property and owner position, so it should not be guessed from the purchase price.

Apartment versus villa ownership costs

Apartment buyers should ask about common building charges, lift, roof, façade and planned shared works.

Villa buyers may need to budget for garden, pool, exterior maintenance, security and more frequent inspections while vacant.

The cheaper property can be more expensive to own if maintenance is poorly understood.

Rental property costs

Gross rent is not net income.

For long-term rentals, include management where used, repairs, insurance, tax and vacancy.

For short-term accommodation, include cleaning, utilities, platform costs, property management, replacement items and regulatory compliance.

Read \1 before using holiday-rental income to justify the budget.

Keep a first-year reserve

The first year often reveals costs that were not obvious during the viewing: small repairs, utility deposits, furniture, local administration, travel, locks, insurance changes or common-building work.

A reserve should be based on the property rather than an arbitrary percentage. A new apartment and a 100-year-old village house do not need the same contingency.

Ask for a completion statement

Before transferring completion funds, create one sheet with:

  • property price;
  • tax due;
  • notary and registration estimates;
  • legal and engineering fees;
  • currency and bank costs;
  • immediate works;
  • furnishing;
  • first-year ownership reserve.

The Viewing to Keys guide shows where each payment fits into the process.

The transfer-tax rate and municipal levy are based on current AADE Real Estate Transfer Tax guidance. The July 2026 housing-loan market rate is from the Bank of Greece. Professional fees, exemptions, financing costs and property works must be confirmed for the individual transaction.
