Short-Term Rental Rules in Greece: What Foreign Property Owners Should Check
Foreign owners should check tax registration, building rules, local limits, management costs, real occupancy, and fallback rental plans before buying for short-term income.

Do not assume every home can be rented
Rental income is a major reason foreign buyers look at Greece. But not every property is a simple short-term rental. Rules can depend on tax registration, property use, building rules, local limits, platform reporting, and future law changes.
Before you buy, check the rental plan as carefully as the title.
Key questions
- Can this property be used for short-term rental?
- Does the building allow it?
- Are there local restrictions or licensing needs?
- What tax registration is required?
- Who will file rental declarations?
- Who handles cleaning, keys, linen, guest damage, and repairs?
- What is the net income after vacancy and fees?
- What is the fallback plan if short-term rules tighten?
Be careful with income claims
Do not rely only on a seller forecast. Ask for real booking data, comparable nightly rates, occupancy by month, cleaning costs, platform fees, utility costs, management fees, and tax treatment.
Summer income may look strong. Winter vacancy can change the result.
Local operations matter
A rental property is an operations business. Guests need fast replies, clean linen, working air conditioning, and someone nearby when keys are lost. If you live overseas, the manager is part of the investment.
Before you buy, price the manager, cleaner, maintenance calls, and emergency repairs.
Practical buyer tip
Build a rental model with three cases:
- Low season case.
- Normal case.
- Rule-change case with more long-term rental or personal use.
If the deal only works in the best case, it is not a stable investment.

For tax registration and rental reporting, start with AADE.
The rules now cover more than tax registration
A Greek property used for short-term accommodation must be considered through both tax administration and operating standards.
AADE requires registration in the Short-Term Stay Property Registry, the use of the Property Register Number on digital platforms and electronic declarations for short-term stays.
From 1 October 2025, Ministry of Tourism legislation also introduced minimum operating and safety standards for short-term rental properties.
Short-term rental compliance

Register the property with AADE
AADE states that an owner using digital platforms for short-term accommodation must register the property in the Short-Term Stay Property Registry and obtain a Property Register Number.
That number must be displayed on the digital platforms through which the property is offered.
This is an administrative requirement, not an optional marketing detail.
File short-term stay declarations
AADE's current short-term rental service states that a Short-Term Stay Statement is generally submitted by the 20th of the month following the tenant's departure.
AADE also states that the Short-Term Stay Property Registry is finalised no later than 28 February of the year in which the relevant income tax return is submitted.
Check current deadlines in myAADE because extensions or procedural changes can occur.
Operating and safety standards changed from October 2025
The Ministry of Tourism states that Law 5170/2025 introduced minimum standards for short-term rental properties from 1 October 2025.
The Ministry described requirements including the property being a main-use space under building rules, natural lighting, ventilation and air conditioning, and civil-liability insurance, together with a compliance-inspection framework.
A buyer should therefore have the property's physical and legal suitability checked before assuming it can be used as short-term accommodation.
Local restrictions can change the investment case
Greece has also used location-specific restrictions on new short-term rental registrations.
The national housing-policy portal states that first-time registrations remain restricted through 31 December 2026 in the 1st, 2nd and 3rd Municipal Districts of Athens. It also states that a similar restriction applies from 1 July through 31 December 2026 in Thessaloniki's 1st Municipal Community.
These restrictions are time- and location-specific. Confirm the current rule for the exact address before purchase.
Golden Visa property has separate use restrictions
Enterprise Greece states that residential real estate acquired under the Golden Visa programme is prohibited from short-term rental use.
That means a property can satisfy general short-term rental rules and still be unsuitable for the investor's intended use because of the residence route.
Read Greece Golden Visa Property Thresholds before combining a Golden Visa strategy with a rental strategy.
Gross nightly rates are not an investment return
A listing's peak-season nightly rate can be misleading.
Model management, cleaning, utilities, platform charges, insurance, repairs, replacement items, tax, vacancy and the season in which realistic demand exists.
If you live abroad, professional management can be essential rather than optional.
Check the property as an accommodation business
Look beyond bedrooms and sea views.
Ask about access, fire and safety equipment, ventilation, air conditioning, electrical condition, water, internet, noise, waste, emergency response and whether the building rules or common-ownership arrangements affect the intended use.
Your engineer and lawyer should review the property with the rental plan in mind.
Islands require a conservative season model
Some Greek islands have strong summer demand and a much quieter winter.
Do not project twelve months of performance from July and August occupancy.
Our Greek Islands Property Guide explains how access, winter services and management affect ownership.
Athens requires address-level checking
Athens can have deeper year-round demand than many seasonal markets, but the 2026 registration restrictions make address-level due diligence especially important.
Do not assume that buying an existing apartment automatically gives you the right to obtain a new short-term rental registration.
If the property already operates, verify the registration position and what happens on transfer.
Long-term rental may be a different fallback
If short-term accommodation is restricted or uneconomic, assess whether the property has credible long-term rental demand.
The location, size and furnishing that work for tourists may not be the same as those preferred by long-term tenants.
A resilient investment should not depend on one regulation-sensitive use unless that risk is intentional.
Before buying for short-term rental
Confirm:
- Current registration eligibility for the exact address.
- Existing Property Register Number status where relevant.
- Building legality and main-use status.
- Ministry of Tourism operating and safety requirements.
- Building or co-ownership restrictions.
- Golden Visa restrictions if relevant.
- Realistic net income after operating costs.
- Management and maintenance arrangements.
The \1 covers the ongoing administration once the purchase is complete.
